Based on assessment of unconventional water resources problems and their development potential, this project aims at the understanding of the flow process and water cycle of socio-economic system. This project proposes ecological, environmental, economic equity management of watershed water resources. By analysis of the virtual flow among watershed resources, environment, industry, culture and their complementary mechanism, this project puts forward allocation model and virtual water’s strategic framework of watershed socio-economic system’s water resources .
